An unprecedented silence surrounds preparations for the 20th Party Congress, note seasoned observers inside and outside of China. President Xi almost certainly will be elected to a third term. He faces numerous challenges, including a failed Zero Covid policy, a persistent property market crisis, a fast-escalating tech war with the United States, and fading world economic growth that will impact China’s export sector. We can say a great deal about the challenges but little about prospective policy response.
